Infrastructure as the Main Barrier: Why AI in Russia Keeps Hitting the GPU and Data Center Wall

Infrastructure, not models, has become the main constraint on AI development in Russia. Russian artificial intelligence is only competitive in two segments — simple tasks (recipes, weather forecasts) and highly specialized solutions for medicine and metallurgy. In the mid-complexity range (websites, apps, image generation), users choose Western services like ChatGPT, Midjourney, and DALL-E, because there are no domestic equivalents. Western corporations solved this problem through cooperation. More than 16 major companies are linked in a circular exchange system: chip makers supply hardware, energy companies power the data centers, and developers release the software. In just a couple of years, this approach has built enough infrastructure to train large models. • **Western model**: private capital and circular exchange among 16+ companies (hardware, electricity, software) • **Eastern model**: state funding for national AI projects (China's example) • **Russia's challenge**: choose a development path, build GPU data centers, and construct a competitive large model

Infrastructure, not model quality, has become the main barrier to artificial intelligence development in Russia. That's the conclusion reached by a Habr author following a talk at the RUSSOFT 2026 conference, where he presented an analysis of the current situation and laid out the critical challenges facing the industry.

Two niches where Russian AI succeeds

Russian artificial intelligence occupies two niches on the competitiveness chart. The first is simple tasks: recipes, weather forecasts, integration into search engines and service ecosystems. Here, domestic solutions win thanks to local integration and understanding of the local market.

The second niche is highly specialized systems. When a company builds AI for medicine, metallurgy, or other industries, Russian models outperform Western counterparts by an order of magnitude. The reason: they're trained on clinical guidelines from the Russian Ministry of Health, local regulations, and features of the national market that are inaccessible to global systems.

But in the mid-complexity range — building a website in 5 minutes, mobile apps, image generation, presentations — users choose exclusively Western services:

• ChatGPT — the main tool for text-based tasks • Midjourney — image generation from text descriptions • DALL-E — an alternative for creating visual content

Why? Because there are no Russian equivalents. Russian big tech companies hit a technological ceiling and run into the same wall: a shortage of server capacity, GPUs, and data centers.

Western cooperation: 16+ companies in a circular exchange

The Western market has developed a unique cooperation model for AI development. More than 16 major companies are linked by a system of circular resource and service exchange. The scheme works like this:

• Chip and hardware manufacturers supply GPUs and server components • Energy companies power data centers with the required capacity • Model developers release software and services • All participants get access to the results and new technologies

This circular exchange emerged because no single company can afford to invest such sums on its own. But everyone is interested in creating AGI, so in just a couple of years the system has built several data centers with the necessary GPU clusters.

The Eastern path: state funding

In the East (primarily China), a different model applies. The state is interested in creating national large AI models and is willing to fund companies that work toward state goals. The result is the same: GPU data centers appear within a couple of years thanks to direct state funding.

Russia's choice

Russia faces a choice between two development paths:

• Western model: building a cooperative network of Russian big tech companies, hardware manufacturers, and energy companies with a circular exchange of resources • Eastern model: state funding for national AI projects and the creation of data centers as state infrastructure

Whichever path is chosen, the end goal is the same: build GPU data centers and construct a sovereign large model competitive with ChatGPT. That would let Russian companies and developers grow a domestic AI ecosystem without depending on Western services.
